《中華人民共和國領(lǐng)事保護(hù)與協(xié)助條例》將于2023年9月1日起施行。制定領(lǐng)事保護(hù)與協(xié)助條例，可以進(jìn)一步提高領(lǐng)事保護(hù)與協(xié)助工作的法治化、制度化、規(guī)范化水平。

A regulation on consular protection and assistance in China will come into effect on Sept. 1, 2023. The enactment of the regulation will help make the country's consular protection and assistance more law-based, institutionalized and standardized.

領(lǐng)事保護(hù)與協(xié)助是指在國外的中國公民、法人、非法人組織正當(dāng)權(quán)益被侵犯或者需要幫助時，我國駐外外交機(jī)構(gòu)代表國家依法維護(hù)其正當(dāng)權(quán)益及提供協(xié)助的行為，是政府提供的一項重要公共服務(wù)，是貫徹總體國家安全觀、維護(hù)人民安全的重要舉措，在構(gòu)建我國海外安全保護(hù)體系中發(fā)揮了重要作用。當(dāng)前，我國對外交往日益擴(kuò)大，人民群眾對政府提供優(yōu)質(zhì)海外公共服務(wù)的需求快速增長。同時，國際安全環(huán)境發(fā)生復(fù)雜深刻變化，各種傳統(tǒng)安全和非傳統(tǒng)安全問題疊加，加強領(lǐng)事保護(hù)與協(xié)助工作更加重要和迫切。

國務(wù)院總理李強日前簽署國務(wù)院令，公布《中華人民共和國領(lǐng)事保護(hù)與協(xié)助條例》。《條例》主要內(nèi)容包括：一是明確各方面在領(lǐng)事保護(hù)與協(xié)助中的職責(zé)、義務(wù)；二是明確領(lǐng)事保護(hù)與協(xié)助受理方式以及履責(zé)區(qū)域；三是規(guī)范履行領(lǐng)事保護(hù)與協(xié)助職責(zé)的情形和內(nèi)容；四是加強風(fēng)險防范和安全提醒；五是完善各方面支持保障。

堅定維護(hù)國家政權(quán)安全、制度安全、意識形態(tài)安全，加強重點領(lǐng)域安全能力建設(shè)，確保糧食、能源資源、重要產(chǎn)業(yè)鏈供應(yīng)鏈安全，加強海外安全保障能力建設(shè)，維護(hù)我國公民、法人在海外合法權(quán)益，維護(hù)海洋權(quán)益，堅定捍衛(wèi)國家主權(quán)、安全、發(fā)展利益。

We will resolutely safeguard the security of China’s state power, systems, and ideology and build up security capacity in key areas. We will ensure the security of food, energy, and resources as well as key industrial and supply chains. We will strengthen our capacity to ensure overseas security and protect the lawful rights and interests of Chinese citizens and legal entities overseas. We will safeguard China’s maritime rights and interests and resolutely defend our country’s sovereignty, security, and development interests.
