人力資源和社會保障部2025年6月4日發布消息稱，為加快促進高質量充分就業，助力構建現代化產業體系，將在30個左右具備條件的城市開展人力資源服務業與制造業融合發展試點。

China will launch a pilot in some 30 cities to integrate human resources (HR) services with the manufacturing sector, the Ministry of Human Resources and Social Security said on June 4, 2025. The initiative aims to drive high-quality sufficient employment while accelerating the development of a modern industrial system, the ministry said.

人力資源服務業與制造業融合發展試點工作以習近平新時代中國特色社會主義思想為指導，積極探索融合發展機制創新、政策創新、平臺創新、模式創新，在30個左右具備條件的城市開展先行先試，通過3年左右的努力，培育一批面向制造業的專業人力資源服務機構，打造一批融合發展平臺載體和聯合體，發展一批支持制造業高質量發展的人力資源服務創新技術、產品、模式，形成一批推動人力資源和實體經濟、科技創新深度協同的政策體系和有效模式。

要把堅守實體經濟、構建現代化產業體系作為強省之要，鞏固傳統產業領先地位，加快打造具有國際競爭力的戰略性新興產業集群，推動數字經濟與先進制造業、現代服務業深度融合，全面提升產業基礎高級化和產業鏈現代化水平，加快構建以先進制造業為骨干的現代化產業體系。
