2025年“一帶一路”國際智庫合作論壇11月21日在江蘇省南京市舉行。論壇上，新華社國家高端智庫發(fā)布《新時(shí)代縣域經(jīng)濟(jì)學(xué)》智庫報(bào)告。報(bào)告指出，沒有縣域經(jīng)濟(jì)的現(xiàn)代化，就沒有14億人的現(xiàn)代化，也就不可能實(shí)現(xiàn)中國式現(xiàn)代化。

A report, titled "New Era County Economics", was released on November 21, 2025 by Xinhua Institute, a national-level think tank affiliated with Xinhua News Agency, at the Belt and Road Forum for International Think Tank Cooperation held in Nanjing, capital of east China's Jiangsu Province. Without the modernization of county-level economy, the modernization of 1.4 billion Chinese people and Chinese modernization would be unattainable, the report said.

縣作為行政區(qū)劃最早出現(xiàn)于春秋時(shí)期。中國的縣域經(jīng)濟(jì)，是以縣級行政區(qū)劃為基礎(chǔ)的區(qū)域經(jīng)濟(jì)形態(tài)，以縣城為樞紐、鄉(xiāng)鎮(zhèn)為紐帶、農(nóng)村為腹地，既能將城市的資本、技術(shù)、管理等現(xiàn)代生產(chǎn)要素轉(zhuǎn)化為鄉(xiāng)村發(fā)展動(dòng)能，又能通過鄉(xiāng)村土地、生態(tài)、文化資源為城市發(fā)展提供支撐，在要素配置、產(chǎn)業(yè)協(xié)同等方面有利于促進(jìn)城鄉(xiāng)融合發(fā)展。

中國縣域占全國國土面積的約90%，以全國52%的人口貢獻(xiàn)了全國經(jīng)濟(jì)總規(guī)模的近40%。這意味著，作為國民經(jīng)濟(jì)基礎(chǔ)單元的縣域經(jīng)濟(jì)，是中國超一半人口就業(yè)和生活品質(zhì)提升的基礎(chǔ)和保障，同時(shí)承擔(dān)著擴(kuò)大內(nèi)需、暢通循環(huán)等重要宏觀經(jīng)濟(jì)職能，是推動(dòng)中國經(jīng)濟(jì)高質(zhì)量發(fā)展的重要引擎。縣域興，則市域活、省域富、國家強(qiáng)。

【重要講話】

要全面推進(jìn)城鄉(xiāng)、區(qū)域協(xié)調(diào)發(fā)展，提高國內(nèi)大循環(huán)的覆蓋面。充分發(fā)揮鄉(xiāng)村作為消費(fèi)市場和要素市場的重要作用，全面推進(jìn)鄉(xiāng)村振興，推進(jìn)以縣城為重要載體的城鎮(zhèn)化建設(shè)，推動(dòng)城鄉(xiāng)融合發(fā)展，增強(qiáng)城鄉(xiāng)經(jīng)濟(jì)聯(lián)系，暢通城鄉(xiāng)經(jīng)濟(jì)循環(huán)。

Coordinated development between urban and rural areas and between regions should be promoted to increase the coverage of domestic circulation. We should give full play to rural areas as a consumer market and factors market and comprehensively promote rural revitalization. We should also promote urbanization with county towns as a pivot, promote integrated urban and rural development, strengthen economic ties between urban and rural areas, and smooth economic circulation between urban and rural areas.
