Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, has urged efforts to promote the healthy and orderly development of artificial intelligence (AI) in a beneficial, safe and fair direction. Xi made the remarks while presiding over the 20th group study session of the Political Bureau of the CPC Central Committee on April 25, 2025.

當前，我們迎來了世界新一輪科技革命和產業變革同我國轉變發展方式的歷史性交匯期，既面臨著千載難逢的歷史機遇，又面臨著差距拉大的嚴峻挑戰。人工智能作為新一輪科技革命和產業變革的重要驅動力量，是大國競爭的戰略制高點。誰能在人工智能領域搶占先機、贏得主動，誰就能在國際舞臺上掌握更多話語權，為國家長治久安、人民幸福安康奠定堅實基礎。中共中央總書記習近平在主持二十屆中央政治局第二十次集體學習時強調，人工智能領域要占領先機、贏得優勢，必須在基礎理論、方法、工具等方面取得突破。要持續加強基礎研究，集中力量攻克高端芯片、基礎軟件等核心技術，構建自主可控、協同運行的人工智能基礎軟硬件系統。以人工智能引領科研范式變革，加速各領域科技創新突破。習近平指出，人工智能帶來前所未有發展機遇，也帶來前所未遇風險挑戰。要把握人工智能發展趨勢和規律，加緊制定完善相關法律法規、政策制度、應用規范、倫理準則，構建技術監測、風險預警、應急響應體系，確保人工智能安全、可靠、可控。
