據(jù)國家知識產(chǎn)權(quán)局2025年11月28日消息，我國將在專利審查過程中，加強(qiáng)人工智能倫理審查。

China will strengthen ethical examination for artificial intelligence (AI) in the patent review process, the China National Intellectual Property Administration said on November 28, 2025.

科技倫理治理體系是科技治理體系的重要組成部分，也是確保人工智能向善發(fā)展，為中國式現(xiàn)代化建設(shè)提供持續(xù)、健康、強(qiáng)勁動能的重要保障。近年來，我國高度重視、積極推動人工智能倫理治理，并取得顯著成效。一系列舉措包括成立國家科技倫理委員會及人工智能倫理分委員會、發(fā)布新一代人工智能治理原則、推進(jìn)人工智能倫理治理相關(guān)法律法規(guī)建設(shè)、創(chuàng)新人工智能倫理治理政策工具、參與全球人工智能倫理治理對話合作等。

2025年11月初，國家知識產(chǎn)權(quán)局發(fā)布了最新修改的專利審查指南，該指南將于2026年1月1日起施行。在加強(qiáng)人工智能倫理審查方面，本次修改明確人工智能相關(guān)的數(shù)據(jù)采集、規(guī)則設(shè)置等技術(shù)方案的實(shí)施，應(yīng)符合法律、社會公德和公共利益要求，筑牢安全底線，引導(dǎo)人工智能的發(fā)展“智能向善”。

面對新一代人工智能技術(shù)快速演進(jìn)的新形勢，要充分發(fā)揮新型舉國體制優(yōu)勢，堅(jiān)持自立自強(qiáng)，突出應(yīng)用導(dǎo)向，推動我國人工智能朝著有益、安全、公平方向健康有序發(fā)展。

In the face of the rapid evolution of new-generation AI technologies, China must fully leverage the strengths of the new system for mobilizing the resources nationwide, achieve self-reliance and strength in this regard, and prioritize practical application so as to promote the healthy and orderly development of AI in the country in a beneficial, safe and fair manner.
