清新的空氣、潔凈的水源、安全的土壤、寧靜的社區……這些不僅是宜居環境的要素，也是人民健康的基石。近年來，我國健康環境建設取得顯著成效，垃圾分類處理與資源循環利用逐步優化，空氣污染防治不斷加強，環境衛生突發事件應急能力持續提升。然而，全球氣候變化進一步加劇，帶來新問題、新挑戰，需要進一步實施健康環境促進行動，營造宜居綠色安全的健康環境。2025年8月5日，國家疾控局聯合多部門發布《健康中國行動—健康環境促進行動實施方案（2025—2030年）》，標志著在美麗中國建設中，我國以更優環境護航全民健康邁出新步伐。

方案提出六大重點行動，包括居民環境健康素養提升行動、健康舒適居家環境促進行動、友好社區環境建設行動、健康場所推進行動、優美生態環境建設行動、環境健康風險管理能力提升行動。具體舉措包括提高對極端天氣氣候事件的風險防范意識和能力，倡導“三減三健”，養成健康生活方式，完善社區垃圾分類管理，推進社區綠地、步道建設和維護，完善辦公環境衛生基礎設施，改善工作及作業環境、設備設施，統籌產業結構調整、污染治理、生態保護和應對氣候變化，健全環境健康監測調查、風險評估、預警發布和健康提示制度等。

方案不僅構建起“個人、社會、組織”治理全景圖，還確定了到2030年要達成的兩項結果性指標：居民飲用水水質達標情況持續改善；居民環境與健康素養水平達到25%及以上。
