清新的空氣、潔凈的水源、安全的土壤、寧靜的社區(qū)……這些不僅是宜居環(huán)境的要素，也是人民健康的基石。近年來，我國健康環(huán)境建設(shè)取得顯著成效，垃圾分類處理與資源循環(huán)利用逐步優(yōu)化，空氣污染防治不斷加強(qiáng)，環(huán)境衛(wèi)生突發(fā)事件應(yīng)急能力持續(xù)提升。然而，全球氣候變化進(jìn)一步加劇，帶來新問題、新挑戰(zhàn)，需要進(jìn)一步實(shí)施健康環(huán)境促進(jìn)行動，營造宜居綠色安全的健康環(huán)境。2025年8月5日，國家疾控局聯(lián)合多部門發(fā)布《健康中國行動—健康環(huán)境促進(jìn)行動實(shí)施方案（2025—2030年）》，標(biāo)志著在美麗中國建設(shè)中，我國以更優(yōu)環(huán)境護(hù)航全民健康邁出新步伐。

方案提出六大重點(diǎn)行動，包括居民環(huán)境健康素養(yǎng)提升行動、健康舒適居家環(huán)境促進(jìn)行動、友好社區(qū)環(huán)境建設(shè)行動、健康場所推進(jìn)行動、優(yōu)美生態(tài)環(huán)境建設(shè)行動、環(huán)境健康風(fēng)險管理能力提升行動。具體舉措包括提高對極端天氣氣候事件的風(fēng)險防范意識和能力，倡導(dǎo)“三減三健”，養(yǎng)成健康生活方式，完善社區(qū)垃圾分類管理，推進(jìn)社區(qū)綠地、步道建設(shè)和維護(hù)，完善辦公環(huán)境衛(wèi)生基礎(chǔ)設(shè)施，改善工作及作業(yè)環(huán)境、設(shè)備設(shè)施，統(tǒng)籌產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、污染治理、生態(tài)保護(hù)和應(yīng)對氣候變化，健全環(huán)境健康監(jiān)測調(diào)查、風(fēng)險評估、預(yù)警發(fā)布和健康提示制度等。

方案不僅構(gòu)建起“個人、社會、組織”治理全景圖，還確定了到2030年要達(dá)成的兩項(xiàng)結(jié)果性指標(biāo)：居民飲用水水質(zhì)達(dá)標(biāo)情況持續(xù)改善；居民環(huán)境與健康素養(yǎng)水平達(dá)到25%及以上。

今后5年是美麗中國建設(shè)的重要時期，要深入貫徹新時代中國特色社會主義生態(tài)文明思想，堅(jiān)持以人民為中心，牢固樹立和踐行綠水青山就是金山銀山的理念，把建設(shè)美麗中國擺在強(qiáng)國建設(shè)、民族復(fù)興的突出位置，推動城鄉(xiāng)人居環(huán)境明顯改善、美麗中國建設(shè)取得顯著成效，以高品質(zhì)生態(tài)環(huán)境支撐高質(zhì)量發(fā)展，加快推進(jìn)人與自然和諧共生的現(xiàn)代化。

The coming five years will be critical to the building of a Beautiful China. It is important to thoroughly implement the thought on socialist ecological civilization with Chinese characteristics for a new era, adhere to the people-centered principle, uphold and act on the idea that lucid waters and lush mountains are invaluable assets, and place the building of a Beautiful China in a prominent position of building a great modern socialist country in all respects and rejuvenating the nation. We should make remarkable achievements in promoting the significant improvement of urban and rural living environment and building a Beautiful China, support high-quality development with a high-quality ecological environment, and accelerate the advancement of modernization featuring harmony between humanity and nature.
