7月2日，在北京舉行的2025全球數字經濟大會開幕式上，全球數字經濟城市聯盟成立。

數字經濟是以數據資源為關鍵要素，以現代信息網絡為主要載體，以信息通信技術融合應用、全要素數字化轉型為重要推動力的新經濟形態。近年來，數字經濟發展速度之快、滲透范圍之廣、影響程度之深前所未有，正在成為重組全球要素資源、重塑全球經濟結構、改變全球競爭格局的關鍵力量。而城市作為技術變革與政策創新核心載體，也正成為推動可持續發展與全球協作的關鍵力量。在2025全球數字經濟大會上，北京攜手歐洲、北美、亞太、中東及拉美等地區的40余個核心伙伴城市，共同發起成立全球數字經濟城市聯盟。

全球數字經濟城市聯盟將聚焦數字基礎設施建設、跨境數據治理、人工智能倫理、智慧城市應用等關鍵議題，深化城市集群協同發展、產業生態共建、數字治理創新等實踐。從2023年全球數字經濟大會首次提出“數字經濟伙伴城市”合作倡議，到2024年北京市聯合首批成員啟動“六項行動計劃”，再到2025年在聯合國訓練研究所、國際電信聯盟、聯合國國際貿易中心等國際組織的支持下，發起成立全球數字經濟城市聯盟，彰顯了北京持續探索數字經濟發展理念和創新路徑的實踐精神。
